We do not speak about gays (which is socio-cultural concept), but homosexuals here. You cannot be gay in Saudi Arabia b/c it would mean you do not hide that fact and you'd end in jail (if not worse).
General remark 2:
Yes, being gay is question of choice, but being homosexual IS NOT! If you claim otherwise, you are uneducated or liar.
And some other problems with the presented data:
1. So they simply included Saudi bisexual students into category of "homosexual"?
2. Now they compare students (which are typically more promiscuous than average citizens) to all residents from Western cities?
3. Number of bisexual people in the West is typically underestimated. Why? B/c sex is taboo in "Western civilization" while it's every day thing publicly discussed in "Arab/Iranian civilization". Thus even anonymous respondents in the West will claim they are 100% heterosexual while in fact they are not. You need open toward sex society to admit that bisexual orientation is more common (we had it in ancient Greek and Roman times in Europe for centuries, but then Christianity came from the East, where sex=sin; US had it in American Indian civilization before Conquista)

BTW, at leat 25% of children in Europe/US were raped (mostly in their families, as well). Sex with children is more common in societies where there's strict separation between men and women (so it plays role of substitute, especially for young people; that's why rape of young people cases are so frequent in India, world of Islam both in ME and in European cities/neighbourhoods with Muslim majority or important Muslim component and with... Catholic Church clergy). There's when I fully agree with your diagnosis of the "problem" :-)
